The CTU's proposals address the greatest barrier to equitable education -- poverty, says Pauline Lipman, UIC professor of educational policy studies. "Living wages are the single most important policy intervention," Lipman says. "The CTU proposals are a concrete step toward reversing CPS's trend toward a two-tiered school system."
